Concept: Voting on the InternetEstonia1, the smallest of the Baltic States was the first country to allow internet voting in a national parliamentary election. With early voting held on February 26-28, 30,000 of the 940,000 registered voters used the early internet voting ahead of the March 4th election day. With the addition of the internet voting, the number of voters rose 4% from the previous parliamentary election held in 2003. The country broke new ground in online elections which took advantage of the fact that nearly 90% of Estonians carry a computer-readable identity card - which allowed users to log into the secure online voting website. Though one of the poorest states in the European Union (EU), Estonia has nevertheless become the base for new IT technology and the major European internet telephone group Skype2, which was created by Estonian developers and currently owned by eBay. Estonia, after the fall of the Soviet Union in 1991, had to start fresh. “There were no legacies to deal with, like with bank checks, which are obsolete.
